“Arriving at Jamaican Cafe, I am instantly drawn to Vivia’s Oxtails. Presented with a hearty portion of succulent, fall-off-the-bone oxtails, the plate is complemented by Jamaican-style rice and peas, steamed cabbage, and moist and delicious cornbread.
